The pilot test was for 1,200 young people.
In these free courses, physical training was given to young people between 16 and 20 years old, as well as courses for them to learn trades, know how to operate drones and have contact with animals and software and robotics technologies.
"We are going to search for young people who are neither studying nor working today, so that they can resume their studies and be trained in not only traditional trades, but also in others such as robotics, video game software or any way out that allows them to be inserted in the world of work, ”Bullrich said when he announced the program two years ago.
The project was harshly questioned by Kirchnerism and a good part of the opposition, as well as representatives of human rights organizations.

Adolfo Pérez Esquivel, a human rights reference and Nobel Peace Prize winner, considered that it would be "a disguised colimba", and redoubled the bet by stating that "democracy" was "in crisis with the Macri government."

Castillo's announcement
Castillo announced the controversial measure during his first speech in front of the Executive: "Young people who neither study nor work will
have to go to military service
."
Minutes before he had thrown another ad of similar harshness.
"Foreign criminals will have a 72-hour term from the date to leave the country," Castillo assured in Congress, after his inauguration.

"We know that citizen security is one of the problems most felt by the population" and "

And he specified: "We believe that we must expand the system of the rondas (self-defense), which is nothing other than the organized population to provide security for the entire population."
Castillo also indicated that he intends to "summon the entire population to form them where these (the rounds) do not exist and include them in the National Citizen Security System", with "a budget to provide them with the necessary logistics."
His most important announcement was the project to reform the Constitution of Peru, drawn up in 1993 during the term of Alberto Fujimori.
"One of our main political flags, now converted into a flag of the majority of the people, is the convocation of a constituent assembly, which endows our country with a new Magna Carta that allows us to change the face of our economic and social reality", Castillo said.
