Pnrr, war, maneuver: the dossiers for the new government

From the PNRR deadlines to the war in Ukraine, from the energy emergency to the next budget law.

The new government, which has just taken office, will face several hot fronts, both economically and in foreign policy.

One of the first tasks will be the maneuver, the law that gives direction to the action of the executive.

On the other hand, the Cdm chaired by Mario Draghi will give the green light to the update note of the Def.

The outgoing premier will be busy until the last useful day on all the dossiers still open.

Starting with the reforms to collect all the funds of the recovery and resilience plan.

The goal is to achieve over 50% of the targets expiring at the end of the year in the next two months.

If this roadmap is respected, the remaining 26 milestones will have to be met in the months of November and December: the 55 overall will then be verified with the European Commission.

At stake is the third tranche (the second received the informal green light last week) of 21.8 billion.

In this context, Draghi's successor will have to complete the implementation of the competition law (with the knot of seaside resorts), which is one of the objectives of the NRR for the end of 2022.

If the green light to Nadef could arrive next week (only the trend framework is expected), the budget law will have to be approved by the end of the year, with presentation to the Chambers scheduled by 20 October.

The new executive will also have to take care of pensions, otherwise Fornero will start from January.

Certainly, Draghi has already alerted his ministers, inviting them to prepare an orderly handover, to "provide the new government with an organic picture of the activities underway, the obligations and tight deadlines", to facilitate a "prompt exercise of their functions ".

The activity is underway under the coordination of Undersecretary Roberto Garofoli.

On the international front, the next prime minister's first major commitment could be the G20 in mid-November, in Bali.

More generally, the government will have to coordinate with its European and NATO allies to approach the war between Russia and Ukraine, which risks a new escalation.

For his part, the outgoing executive, after Sunday's vote, would be preparing to sign the fifth decree to send weapons to Kiev.

The other node (which the EU could begin to solve in the next extraordinary council on 30 September) is a common response to the energy emergency, with the hypothesis of a common ceiling on the price of gas and the decoupling of the price of electricity.

At the EU level, Italy should continue to combine its own measures, in terms of aid and tax relief:

they are likely to be at one of the first meetings of the fledgling Council of Ministers, whatever color it is.

Who will also have to decide whether to proceed with a budget variance and to what extent.

The next negotiation on fiscal policy and, therefore, on the stability pact also concerns the Brussels chapter.

Among the economic dossiers that will pass on the tables of the new Prime Minister and the next Minister of the Economy there are MPS and, above all, Ita Airways.

The appointment of the new CEO of the Milano-Cortina 2026 Foundation will also arrive after the elections (and in all likelihood the new premier will take care of it). pandemic (with the impact of open schools still to be evaluated) and the continuation of the vaccination campaign.
