Russian President Vladimir Putin considered that the arms race in the world is currently taking place in a covert and public manner, expressing his country's readiness to continue dialogue with the United States as much as it is ready to do so.

"Unfortunately, the arms race is currently underway, secretly or openly, but not on the initiative of the Russian Federation," Putin said during his meeting today with graduates of the fourth batch of the Higher School of Public Administration.

"We live in a rapidly changing world and there is a lot of uncertainty in it, so the ability to make quick, reliable and thoughtful decisions is becoming increasingly important with a willingness to take responsibility," Putin added.

The Russian and American presidents adopted a joint statement at the conclusion of their summit in Geneva yesterday on strategic stability, in which they committed themselves to seeking to limit armaments and the dangers of armed conflicts and nuclear war, and to launch a comprehensive bilateral dialogue on that.

Regarding the atmosphere of the summit, Putin indicated that it was held in a generally friendly atmosphere, and the two sides were able to understand each other's positions on the main issues and identify controversial issues as well as possible points for rapprochement in the future between the two countries, expressing his hope that President Joe Biden will be given the opportunity to work and that the situation of past years in relations will not be repeated. Putin said that Biden was "fully aware of the files on the agenda of the meeting, and although during the dialogue he resorted from time to time to pre-prepared notes, this is a normal method for leaders of countries."

Putin added that "the image of Biden painted by the media calls for relaxation, but this should not be done because the utmost care must be taken when dealing with him."

Spokesman for the Russian presidency, Dmitry Peskov, explained that the summit meeting in Geneva yesterday gave the two presidents an opportunity to inform each other of their positions and to realize what areas of cooperation can be achieved and areas in which cooperation is still impossible due to the complete difference in views between the two countries.
