On December 19, 2018, the High Authority for the Transparency of Public Life (HATVP) had reported to justice a possible "

illegal taking of interests

" by the former minister for his links with Naver Corp, a giant of the South web. Korean who was one of her interlocutors when she was in government. "

The national financial prosecutor's office had opened a preliminary investigation in January 2019, entrusted to the Brigade for the Repression of Economic Crime (BRDE)

", explains the prosecutor Jean-François Bohnert in a press release, concluding that "

the acts of investigation did not make it possible to characterize the offense

”.

Fleur Pellerin, Minister of Culture from August 2014 to February 2016 under the presidency of François Hollande, had created, upon leaving the government, the investment company Korelya Consulting, intended to support investments in digital start-ups. At the head of the company, she managed from September 2016 a fund "

fully endowed by the company Naver Corp

", according to the HATVP. However, in October 2015, she had "

mentioned

" with Naver Corp "

a partnership project for the dissemination

" by the Asian group

of

"

the events of the year France-Korea [2015-2016]

", reported the report of the HATVP. A month later, she signed "

for the French government

" a "

letter of intent

”with Naver Corp for the hosting of video content.

Reservations on the creation of Korelya Consulting

Created in 2013, the HATVP is the independent authority responsible in particular for monitoring for three years the retraining in the private sector of former public officials.

As such, it had expressed reservations on the creation of Korelya Consulting, judging that the company could not "

until February 11, 2019

" provide services to companies which "

have benefited

" from financial aid or decisions of the part of the Ministry of Culture and Communication, or "

concluded contracts

" with its services when Fleur Pellerin was minister.

Asked to explain, Fleur Pellerin replied in May 2018 that the letter of intent "

in no way [presented] the nature of a contract

" and was not a binding commitment. The entrepreneur had also argued that the partnership agreement was "

the exclusive fruit of discussions between Naver Corp and the cultural services of the Embassy

" of France in Korea.
