Senators vote for the return of multiple mandates

The upper house approved the bill to re-authorize the combination of a local mandate with a national mandate, banned since 2017.


The senators voted on Tuesday evening, October 12 in favor of a bill revising the non-accumulation of mandates, introduced in 2014 and put in place during the legislative and senatorial elections of 2017. She wishes to allow deputies and senators to be mayors or deputies of a municipality of less than 10,000 inhabitants.

No accumulation of indemnities

The bill is also co-signed by the president of senators LR, Bruno Retailleau.

The allowances for these two functions would not be cumulative.

A proposal that receives the approval of 57% of French people, according to an Ifop poll.

The presidential candidate Fabien Roussel is also in favor of this reform, which consists of having "

88% of cumulative deputies in 2012

The current law, passed during François Hollande's five-year term, prevents being both a parliamentarian (deputy, senator, European deputy) and local elected representative.

Promulgated in 2014, it allowed a renewal in the political class from the 2017 elections.

In 2012, 77% of senators and 88% of deputies then held at least one other elective mandate.

The 2014 law put an end to this accumulation and indirectly allowed a greater feminization of Parliament, by renewing the political class.

The National Assembly now has more than 38% women, and the Senate 32%.

"The non-cumulation did not work"

This morning on Europe 1, Hervé Marseille specified that the non-accumulation of mandates "

did not work

". The Socialists' bill had been designed with the objective of "

renovating the missions of Parliament

", because it was supposed to be reinforced by the constitutional reform of 2008. An error, according to the centrist senator, for whom "

The elected centrist wishes, by passing this law, to trigger a "

fundamental debate on the necessary reform of our institutions

".

The bill will now be examined in the National Assembly by November.

I hope there will be debate,

” explains Hervé Marseille.

For the moment, the President of the National Assembly, Richard Ferrand, seems rather opposed to this idea.

According to him, “

more than half of the deputies have a local mandate.

What the law allows, ie a local non-executive mandate and a parliamentary function, is the right balance

”.
