Police officers arrested two suspected fraudsters in Kiel in the act.
The two 69 and 58-year-old suspects from Wolfsburg, Lower Saxony, are being investigated for aiding and abetting fraud, as the police announced on Monday.
A 59-year-old from Kiel had apparently entered into a meeting with a so-called picker.
