20 years have passed since the events of October 2000, during which 13 Israeli civilians were killed as a result of police shootings in clashes between demonstrators from the Arab sector and the police.

Now, organizations in Arab society are demanding the reopening of the investigation files against the shooting police, and the investigation into the circumstances of the DIP files that were opened as part of the commission of inquiry's recommendations. In addition, there has been a demand to reopen all DIP files that have been closed since then. Al-Hiran during which Yaakov Abu al-Qiaan was shot dead.



Adalah, the legal center for the rights of the Arab minority in Israel, issued a statement yesterday (Tuesday) claiming that there is a "systematic system of granting a sweeping exemption from punishment by law enforcement authorities, stemming from their treatment of Arab-Palestinian citizens as enemies."

The organization noted that this fact is sharpened in light of "the new developments in the Yaakov Abu al-Qiaan affair."

The commission of inquiry set up in the wake of the events, headed by former Supreme Court Justice Theodore Orr, submitted a 2003 report that severely criticized the conduct of the police, the political echelon and leaders of the Israeli Arab public.

In the document, the committee recommended that DIP open an investigation against police officers and officers, including senior officials. However, in 2005 DIP announced the closure of all investigation files, for various reasons.



Adalah's statement said that despite the Orr Commission's recommendations, the law enforcement agencies in Israel still rely on "enemy doctrine" and that senior Justice Department officials have backed for years the closure of investigation files in cases of Palestinian civilian killings by police.

It was further argued that "these defects" constitute justification for investigating "dozens of DIP cases in respect of the killing of Arab-Palestinian civilians that have been closed since 2000."

The organization said that taking responsibility for the results of the events is a necessary part of a comprehensive correction of discrimination against the Arab public.

"The policy of law enforcement agencies in Israel puts the lives of Palestinian citizens at risk," the statement said.

According to them, in order to change it, "the state must first and foremost be held responsible for the events of October, as they are a founding event in the lives of Palestinian citizens in Israel."



It added that "equal treatment of the lives of Palestinian civilians in Israel requires first and foremost a sincere and serious effort to abolish the structured and systematic discrimination against them and this includes the implementation of the Orr Committee's recommendations regarding investigations into killings and ending the sweeping exemption policy."

The requirement: Establishment of a professional and independent commission of inquiry

The document raised eight demands adopted by the High Monitoring Committee of the Arab Public in Israel, headed by Muhammad Bracha: establishment of a professional and independent committee;

Appointment of committee members with the consent of the Arab political leadership in Israel;

Its powers will be legally binding and will include the "examination of the failures of the investigations and of the October 2000 case investigation system."



In addition to these, the organization also demanded "the filing of indictments against those responsible at all levels of killing and injuring civilians," including "the killings of Palestinian civilians in Israel that have been closed by DIP since 2000." Regarding the al-Qi'an case, "the state must immediately file "An indictment against those responsible for the killing, as well as against law enforcement officials for their part in disrupting investigative proceedings," Adalah claims.

The Mossawa Center also announced this week that it demands the reopening of all cases closed by the Department of Police Investigations, with the backing of the State Attorney's Office and the then Attorney General, Justice Menachem Mazuz.

According to Mossawa director Jafar Farah, "an independent investigation is needed in which international experts will take part, after the prime minister also confirmed the suspicious conduct of State Attorney Shai Nitzan in the shooting case of educator Yaakov Abu al-Qiaan."



According to the center, since 2000, 44 Arab civilians have been shot and killed in clashes with police, but in only two cases have police officers been convicted and sentenced to prison terms, which they called "ridiculous" (15 months and six months).



Today, the Mossawa Center is holding a broadcast conference on "Police Violence", which will be attended by Adv. Ami Hollander, who represents in the cases of killing Arab civilians, Adv. Leah Tzemel, who represents victims of violence in the territories, Ibrahim Siam Jabarin, his son By policemen in Umm al-Fahm and other figures.
