The arrival of the second wave of infections and the possible postponement of the legislative elections leave it in the background in the large agenda shared by the national government and that of the City of Buenos Aires, but the debate over the

distribution of co-participation funds

continues latent and sneaks in, at least in an underhanded way, in each of the meetings held by officials from both administrations.

The

pending a decision of the Supreme Court

, which has

already summoned the parties for 23 April- by the claim to recover almost two percentage points of revenue sharing and return to 3.5% of resources until September charged the Last year, the

City already resigned $ 22.7 billion in this first quarter

, which added to the $ 15.5 billion lost in the last four-month period of 2020, totaled $ 38.2 billion.

However, based on the

law that was approved in Congress

and endorsed the new financing scheme of the Metropolitan Police,

Casa Rosada turns to Uspallata about $ 2,041 million per month

, which represents $ 24,500 million throughout the year.

After the first three shipments, they total $ 6,123 million.

The net of the discount, thus, in terms of federal resources, is $ 32,077 million since September

, when Alberto Fernández announced the removal and transferred a good part of those funds to the orbit of the province of Buenos Aires, then in crisis with the Police provincial, who demanded salary improvements at the door of the villa in Olivos.

The figure that the City ceased to receive in these six months is equivalent to 5.24% of its budget for all of 2021,

forecast at $ 612,000 million.

If this pace continues, and if there is no judicial decision through, the total loss over the course of a year would exceed 10% of the funds available to the City for a limited budget such as the one formulated this year, in which put a stop to public works that it hoped to carry out.

While the tap for lost resources remains open, the City has

no expectations of an immediate Supreme Court ruling

in relation to the two claims made on the issue.

First, in mid-September, the City filed a writ of amparo to stop the withdrawal of funds, which it considered unconstitutional.

Then, in December, he made the presentation of the fund for the application of the new co-participation law that Congress had approved and that reduced Buenos Aires federal funds from 3.5% to 1.4%.

For now, there is no news on the fourth floor of the Talcahuano courts.

The Court, in the middle of the electoral year, hardly chooses to express itself

on an issue that feeds the rift and that confronts the two main political forces in the country.

Judicial sources rule out that the issue will be resolved in the short term.

In parallel, in some of the meetings between the City and the Nation for the management of the pandemic, the issue was on the table, especially on the part of the Buenos Aires government, raised as one of "the differences we have with the Government", but not they resent the dialogue in health terms.

In that sense, they assure that it is not the time to take the claim much further in times of vertiginous growth of cases for Covid-19.

The City

, for its part, has recovered a part of its income after implementing the Tax on

Gross Income for Leliq and passes

paid by banks, as well as that of

Stamps

that pay credit cards.

In January, for example, for both concepts, it raised a

global of $ 2,700 million

: $ 1,900 million for Leliq and passes, and another $ 800 million for Stamps.

Last December, amid the pulls for the withdrawal of funds from the City,

the Central Bank presented in the Supreme Court of Justice a claim of unconstitutionality

for the laws that were enacted in the Legislature and that tax said public titles and regulated activities by the entity.
