The Council agreed to grant contributions to the governorates to enable the administrative units to carry out their work, complete projects directly therein, cover the needs and infrastructure, and provide services to citizens at a total amount of 10 billion pounds. It also approved a contract by mutual consent to complete the procedures for importing 500 internal transport buses, to be supplied within six months on Three payments, and to grant the General Corporation for Railways a financial advance to pay the value of the grants issued by recent legislative decrees.

The council decided to raise the monthly compensation for students of technical institutes affiliated with the Supreme Council of Technical Education, whose graduates are committed to serving in the state, to become 15,000 pounds for students of the institute from the people of the province in which the institute is located, and 20 thousand pounds for students from outside the province in which the institute is located.

Engineer Arnous stressed the need for concerted efforts and networking between all public authorities to improve the reality of services, reduce the living burdens on citizens, field presence in workplaces, ensure the implementation of service and production plans according to development priorities and specified time periods, support the productive sectors, foremost of which is the industrial sector, and provide all kinds of facilities to industrialists. To restore their productive activities, in addition to strengthening partnership with the private sector as a true national partner, following up on the implementation of established development programs and plans, and dealing with public affairs responsibly.

The Council instructed the concerned ministries to submit a memorandum containing the necessary measures to secure the appropriate environment to attract investments, especially in the field of renewable energies, and to expedite the issuance of decisions to screen the successful third, fourth and fifth categories in the contest for the laid-off to support the productive sites with the necessary employment, and asked the various ministries to provide the Council with their needs according to the existing vacancies in preparation. The Council listened to a presentation by the Minister of Industry on the reality of iron-making plants and smelting plants in the public and private sectors, and the difficulties encountered in their work and proposals for their development.

The Council of Ministers decided to designate the 16th of December of each year as a national day to encourage reading in early childhood with the aim of consolidating a culture of science and knowledge and developing the child's linguistic and cognitive base.
