Liang Zijun, a 14-year-old boy with moderate intellectual disability and autism, fell off the building at the privately-run home for the disabled 5 years ago and died. Coroner Huang Weiquan led the jury yesterday (4th) to rule out illegal homicide and suicide. Possibly, the five-member jury unanimously ruled that Jun Jun died in an accident after deliberation.

Lai Pei-wei, chairman of the Association of Parents of Severely Mentally Handicapped Persons, stated on the TV and TV program this morning (5th) that the SWD "Working Group to Review the Code of Practice and Legislation for Residential Care Homes" established after the accident has made 19 recommendations two years ago, but it still has No amendments.

She also believes that even if the ratio of caregivers to residents is reduced to 1:30, it is still insufficient, and other full-time manpower is needed.

The boy Liang Zijun fell to his death at Cambridge House on August 23, 2016. The hospital was nailed by the Social Welfare Department in October of the same year.

Lai Peiwei stated on the TV and TV program "Millenniums" this morning that two years have passed since the panel made 19 recommendations. Although the Legislative Council held a meeting to discuss in the middle of last year, there has been no progress since then.

She said that even if the report’s recommendations are implemented, they are still not enough. The current ratio of caregivers to residents is set at 1:40, but if the ratio is reduced to 1:30, it can barely maintain a basic life.

She said that residents still have other needs and need full-time assistance, such as dispensers and social workers.

She also said that she understands the difficulty of hiring staff for institutions, and therefore proposes to increase the industry's remuneration package.

Li Peiwei also said that many unfortunate incidents occurred at night, but the above-mentioned manpower regulations only apply during the day and only one person is required to be on duty at night. She believes that the relevant regulations also need to be improved.
