Chen Dongfeng, chairman of the Hong Kong Employment Association, pointed out in a radio program today (11th) that foreign domestic helpers can leave the quarantine hotel early. Some employers were caught off guard. Some employers, based on the consideration of the home environment, arranged for foreign domestic helpers to stay in non-quarantine hotels or guesthouses. Hotels generally do not include three meals a day, so employers have to prepare extra food for them.

Chen Dongfeng said that quarantine hotels will only accept arrivals with quarantine orders. Therefore, under "3+4", when the foreign domestic helper stays in the hotel for 3 days, the quarantine order will automatically expire, that is, the foreign domestic helper must leave.
He also pointed out that when the government announced "3+4", some employers felt rushed or caught off guard. Some employers arranged for foreign domestic helpers to stay in non-quarantine hotels or guesthouses based on the consideration of the home environment, such as the lack of independent toilets or rooms.
Although the room rates are not expensive, ordinary hotels generally do not include three meals a day. Most of the foreign domestic helpers who come to Hong Kong for the first time find it difficult to go out to buy takeaways on their own, so employers have to prepare extra food for them.
Chen Dongfeng also pointed out that although there are foreign domestic helper dormitories in the market, he emphasized that foreign domestic helper dormitories are not licensed hotels, and the living environment is crowded, so it is not suitable for medical surveillance. Once someone is diagnosed, there is a risk of an outbreak.
Chen Dongfeng suggested that if foreign domestic helpers are arranged to go to ordinary hotels for medical surveillance, they should declare their residence address after leaving the quarantine hotel, because in the event of an accident, the insurance company may not recognize it.
According to the government’s announcement, foreign domestic helpers can work at their employer’s home immediately after being quarantined in a hotel for 3 days. However, the domestic helper arranged for them to stay in other places for four days of medical surveillance. Therefore, they believe that foreign domestic helpers should be “paid out” and should not be Employers and FDHs must communicate clearly if wages are deducted, otherwise there may be a chance to cause disputes.
The government announced that the quarantine arrangement for those arriving from overseas and Taiwan will be changed from 7-day hotel quarantine to 3-day hotel quarantine and 4-day home medical surveillance.
