Nearly 80% for hospitals and nearly 70% for municipalities and intermunicipalities: the vast majority of French people trust public actors to manage their personal data, according to an Ipsos study published on Tuesday by the Data Publica Observatory.

The release of the survey comes a few weeks after a cyberattack that targeted the Corbeil-Essonnes hospital and just four days after another computer offensive targeted at the city of Caen.

However, the responses were collected (by online questionnaire) from August 18 to 20, so before the two cyberattacks.

Among the 1,000 French people questioned, 53% have "

fairly confident

" in the ability of the health system, hospitals and doctors to manage their data, 23% even having "

complete confidence

".

56% of those polled have "

some confidence

" in the use of data by municipalities and intermunicipalities, and 13% "

totally trust

".

Less trust in private actors

The state is considered less reliable, since only 53% of respondents consider it capable of managing their personal information.

The president of the Data Publica Observatory Jacques Priol sees this as a fairly common “

proximity effect

” in opinion polls.

"

When we still had deputy-mayors and we asked people the question of whether they had confidence in their mayor, they answered yes, and if they had confidence in their deputy they answered no, whereas it is the same person

,” he told AFP.

Confidence drops even more when the panel is asked about private players: 40% of respondents say they trust online sales brands like Amazon or Veepee, 34% trust search engines (Google, Bing, etc.). ) and only 19% believe social networks (Facebook, LinkedIn, etc.) can manage their data.

The survey points to a widespread lack of information, since 59% of those surveyed consider themselves ill-informed about the use of their data by public actors, a percentage that rises to 64% for private companies.

The growing use of data, by both the public and private sectors, is a "

bad thing

" for the development of society, according to 53% of respondents.

Unsurprisingly, more than eight out of ten respondents (83%) believe that data produced or collected by public authorities should not be marketed.

Founded in 2020 by consulting firms and lawyers, the Data Publica Observatory is an association specializing in the study of the uses of data by communities.
