另一方面要確保選出管治能力強的堅定愛國者。管治好香港絕非易事，管治者不僅要愛國愛港，還要德才兼備、有管治才幹。一是善於在治港實踐中全面準確貫徹「一國兩制」方針，做立場堅定的愛國者。堅決落實中央對特別行政區全面管治權、落實特別行政區維護國家安全的法律制度和執行機制，真誠擁護「一國兩制」方針，旗幟鮮明地維護憲法和基本法確立的特別行政區憲制秩序，效忠中華人民共和國及其香港特別行政區，敢於同損害國家主權、安全、發展利益和損害香港繁榮穩定的言行作鬥爭。二是善於破解香港發展面臨的各種矛盾和問題，做擔當作為的愛國者。具有戰略思維和宏闊眼光，注重調查研究和科學決策，勇擔當、敢碰硬、善作為，逢山能開路、遇水能架橋，消除影響香港社會政治生態好轉的各種痼疾，衝破制約香港經濟發展和民生改善的各種利益藩籬，有效破解住房、就業、醫療、貧富懸殊等突出問題，不斷提高特別行政區治理能力和水平。三是善於為民眾辦實事，做為民愛民的愛國者。樹立市民至上的服務意識，想市民之所想、急市民之所急、解市民之所困，始終貼基層、接地氣。特別是要聚焦廣大市民關注的事，花大力氣採取務實有效的辦法加以解決，以施政業績取信於民。四是善於團結方方面面的力量，做有感召力的愛國者。打破門戶之見，遇事多溝通、多交流、多諒解、多補台，在愛國愛港的旗幟下促成最廣泛的團結，在建設更美好的香港這一大目標下匯聚最強大的合力。五是善於履職盡責，做有責任心的愛國者。以對國家、對香港高度負責的精神，在其位謀其政，專心致志、勤奮工作、恪盡職守。對新選舉制度下產生的管治者，廣大市民期待很高，各方面都很關注，希望他們展現出新氣象新風貌，用自己的實際行動、用工作的實際成效來贏得廣大市民的口碑，不辜負中央的期望。
夏寶龍表示，習近平主席在慶祝中國共產黨成立100周年大會上堅定指出，中國人民絕不允許任何外來勢力欺負、壓迫、奴役我們，誰妄想這樣幹，必將在14億多中國人民用血肉築成的鋼鐵長城面前碰得頭破血流！在此，我也正告美國等一些國家的政客和歐洲議會的一些政客：你們粗暴地踐踏國際法、干涉我國的內政，對我們做的毫無意義的所謂制裁，只能更加激起我們的憤怒和對你們的衊視，只能不斷敲響你們在香港的代理人——反中亂港分子的末日喪鐘，只能是搬起石頭重重地砸在你們自己的腳上。歷史的長河已經無數次證明，勝利一定屬於不屈不撓的中國人民！
夏寶龍最後表示，幸福都是奮鬥出來的。唯有奮鬥者，才能在歷史的年輪上刻印足跡。我們堅信，有偉大祖國作堅強後盾，有14億多中國人民全力支持，全體香港同胞團結一致、不懈奮鬥，香港「一國兩制」實踐一定能行穩致遠，香港的明天一定會更加美好！
