The Hong Kong government official, Carrie Lam, announced on April 4 that a protest demonstration participant would not be allowed to cover his face with a mask. The aim was to check the demonstrators and get the protest demonstrations to converge quickly.

In enacting the Act, the “Emergency Situation Ordinance” was enacted, where the authority was concentrated on the Secretary-General and the law could be established without deliberations by the Legislative Council (Parliament).
