Nearly one in seven local authorities wishing to recruit deplores a lack of candidates despite the mobilization of financial leverage to strengthen attractiveness, according to a barometer published on Thursday.

Due to the context, recruitment volumes should remain below normal in 2021. The issue of recruitment should quickly become more acute

", analyzes the 12th edition of the HR barometer of local authorities, produced by the public pole of the Randstad group in partnership with Villes de France, the Assembly of the Communities of France (AdCF) and the Gazette des Communes in particular. According to the authors, 39% of local authorities thus encountered recruitment difficulties in 2021, while remuneration became problematic for 59% of those questioned (39% in 2015).

One in three communities (42% for cities with between 5,000 and 50,000 employees) offers improved salaries to maintain its attractiveness.

Another possible lever for personal-professional life balance: teleworking.

Remote work nevertheless finds itself in a complex position, between 25% of HRDs who plead for flexibility in their arrangements and 12% of regional leaders who campaign to put an end to this practice.

74% of communities facing peaks of absenteeism

Obsessed by the continuity of service more than by changes in the organization of work, HRDs mainly compensate for defections through internal reorganizations (52%) or through contract workers (41%).

The top priority this year is to ensure continuity of service.

In this context, 45% of respondents ensure that the social climate has deteriorated in their community. A ratio that rises to 71% in cities with more than 50,000 inhabitants, thus increasing by 28% compared to 2019. The barometer was carried out by an online questionnaire from May 6 to June 13 with 572 representative communities.
