Thousands of workers in malls across the country are waiting tonight (Thursday) for the result of the pilot lottery of the Ministries of Finance and Economy, which will decide whether they can return to work tomorrow.

The outline for the mall opening pilot, which was approved tonight at the Corona Cabinet, will begin as early as tomorrow morning.

In the first phase, only 15 malls will open - six malls from the two largest groups (Ofer and Azrieli malls) and another nine that will be selected by lottery.

Although the pilot starts tomorrow, registration for the lottery will end today at 23:45 - a few hours before the malls open.

As in all the malls in Israel, the Dizengoff Center in Tel Aviv hopes to win the lottery.

Out of about 320 stores in the mall, about 150 have been open recently, some worked in a delivery format, and others were defined as vital.

The other stores have been closed for more than two months.

The malls that will be opened as part of the outline

  • Haifa Mall

  • The Kryon Mall in the Krayot

  • Ayalon Mall in Ramat Gan

  • Malcha Mall in Jerusalem

  • The Grand Mall in Petah Tikva

  • The Grand Canyon in Be'er Sheva

  • 9 more malls will be selected by lottery:

  • 3 in the north, 3 in the center, and 3 in the south

"Many of the store owners text us, call the center and wait for an answer. Some businesses are really waiting for that, and some have told us that because the message arrives late they will not be able to open tomorrow, because it will take them time to get organized," says Walla!

NEWS CEO and co-owner of Dizengoff Center, Dan Pilz. "Many people are afraid to take people out of the hospital, because then it will not be possible to return them to the hospital."

He said, "The mall itself has about 70 employees (cleaning, inspection, etc. So we called everyone and said we would let them know at night or early in the morning if we needed to get to work tomorrow. 90% of them were very happy, but we had not yet told them they were going back to work. Also last night we went to bed knowing a decision would be made at night. It will start on Thursday as originally planned. "

"Everyone is begging to open."

The CEO of Dizengoff Center claims that this is an absurd reality. "The situation is quite delusional.

It is also not so much a pilot, because it is no different from the way the malls have been managed in recent months, "Pilz continues." The layout is not different according to the departure from the previous closure.

This experiment in definition also will not resemble the sequel, because there are 350 malls, and 15 will participate in the pilot, so how will this happen?

If the mall one of Tel Aviv in six will open, probably will be a lot more strain. "Pilz says the Dizengoff Center has been set for months the requirement to record digitally the number of people entering the mall.

Malls insisted that the opening will take place as soon as possible, so as not to miss The sales on Black Friday will take place tomorrow. "Black Friday is very important, especially now after the months when the stores were closed," Pilz explains. "The winter season in Israel is very short, and if the goods are not sold on time - then another month we will have to cut prices.

They are all sitting on huge stocks, which should have started selling as early as a month and a half ago.

So everyone is begging to open. "

"Hope to win the lottery."

Legziel (Photo: Morag Bitan)

The CEO of the Golden Mall in Rishon Lezion, Yossi Legziel, is also waiting for the lottery results in the hope of good news. "The Golden Mall is definitely looking forward to winning the lottery, and is preparing to open today.

We are the largest mall in the country, and we have about 400 businesses, "he says.

He says," The air conditioning system has also been specially prepared according to the conditions of the layout - every three hours the air in the mall will be replaced.

"Some of the workers were even returned from the hospital because they participated in the preparation for the opening. The situation is strange, but these are the conditions, so at this stage we hope to win the lottery."

The outline approved by the Corona Cabinet was formulated by the Ministry of Justice.

The pilot caused legal difficulties because the first phase involved the opening of only 15 malls, and therefore it violates the value of equality.

To solve the difficulty, the ministry proposed a combined solution, according to which six large malls across the country would be selected by the Malls Association, and another nine would be selected by lottery.

The six malls that will be opened are from the two largest groups (Ofer and Azrieli malls), which participated in the mall rebellion earlier this week and protested the restrictions.

From the Ofer malls, the Kiryon and the Petah Tikva (Grand Mall) and Beer Sheva (Grand Canyon) malls will open, and the Azrieli Group will open the Haifa Mall, Ayalon Mall in Ramat Gan and the Malcha Mall in Jerusalem.

The other nine malls to be selected in a lottery to be conducted by the Ministries of Finance and Economy will be those with at least 20 stores in their area.

Also, the division will be such that three malls in the north, three in the Tel Aviv and Central area and three more in Jerusalem and the south will be drawn.

Also, rules have been set whereby the malls will be required to stand during the pilot period.

The mall operators must appoint ushers whose job it is to wake people up and inform them about regulations, as well as to keep a record of violations for control purposes.

In addition, they will be required to keep a computerized record of the number of visitors to the mall, without identifying details, for regulatory purposes.

Activists should also prevent gatherings, and inform employees and store owners and instruct them on guidelines.

The permissible occupancy in the malls will be in the ratio of one person to seven square meters at most. Even within the stores, the permissible occupancy will be in the ratio of one person to seven square meters, when the total number of people does not exceed ten.

Essential stores will continue to operate at the currently allowed occupancy.

The fine set for exceeding the occupancy allowed by the owner or operator of the mall will be NIS 5,000, instead of NIS 2,500 as applies to other businesses.

The rules for opening malls:

  • Obligation to appoint ushers to oversee corona guidelines

  • Computerized record keeping of the number of visitors to the mall

  • Prevention of gatherings, especially in queues

  • It is mandatory to inform their employees and store owners and guide them in the guidelines

  • Occupancy will be in a ratio of one person per 7 square meters at most, and in stores up to 10 people

  • The fine to be imposed on the mall operator for violating the guidelines will be NIS 5,000

In addition to the malls, the markets are also expected to open tomorrow.

Unlike malls, however, they will not open in a pilot outline, but in a sweeping manner, according to the most stringent guidelines.

Because the markets are open, the health danger of opening them is smaller, and it was decided to open them all at once, without operating a limited number of markets as a pilot.

In addition, seven museums will be opened to the general public, including Madatech, the Israel Museum, the Tel Aviv Museum of Art and the Eretz Israel Museum.

Three more museums will be selected through a lottery to be held by the Ministry of Culture and Sports.

Two of the selected museums will have to be in the Haifa, North or South districts.
