The Hospital Authority announced a few days ago that the settlement of the new acute hospital in the Kai Tak Development Area exceeded the standard during the typhoon, and the foundation works need to be stopped immediately.
The Hospital Authority stated today (15th) that the estimated settlement was caused by the rapid rise of nearby water pressure, which caused excessive displacement of the temporary sheet piles set in advance, resulting in settlement of the ground and damage to four monitoring points in the affected area. Therefore, the shutdown indicator is triggered.
The Hospital Authority stated that after receiving the contractor’s mitigation measures and resumption requirements, it will work with the project team to strictly approve the relevant resumption plans in accordance with established procedures and the principles of ensuring the safety of public facilities structure and operation.
If the relevant approval is obtained, the relevant works can be resumed within 6 to 8 weeks.

According to the Hospital Authority, the settlement occurred on October 8 and the site was located on the ground northeast of the site, adjacent to the temporary support project used to build the basement.
The incident did not affect long-term projects, including pile foundation projects.
The adjacent undamaged monitoring points recorded a settlement range of 4 to 7 mm on the same day, which was lower than the preset warning index of 10 mm.
In addition, the settlement only occurred within the construction site. After a comprehensive inspection, it was confirmed that the adjacent public passages and surrounding facilities were not affected by the incident. The monitoring point of the Hong Kong Children's Hospital did not record any movement, indicating that it was not affected.

The HA also stated that the relevant stabilization works were completed on October 12, before the typhoon "Compasses" struck, including rehabilitation and reinforcement of temporary supports, grouting, rehabilitation of collapsed ground and monitoring points, continuous pumping and enhanced monitoring .
After the "Compasses" attack, the relevant personnel have checked all monitoring points and confirmed that the monitoring data is stable. The monitoring points located in the foundation works of the new acute hospital project in the Kai Tak Development Area recorded readings of 0 to 1 mm, while the Hong Kong Children's Hospital recorded readings of 0 to 1 mm. No movement was recorded.
Regarding the cracks on the road outside the site, the Hospital Authority responded that it was confirmed after inspection that the passage was temporary in nature, with only a thin and non-structural concrete surface.
Related cracks also appeared before the above incident on October 8.
Based on comprehensive monitoring records, the relevant surface cracks will not pose any safety risks.
