The debate begins with a question from the moderator, after which each candidate will have two minutes to respond.

The candidates will then have the opportunity to respond to their rival.

The moderator will be able to manage the times to delve into any of the topics.

Candidates will have two minutes to answer these questions and there will be an additional minute for the moderator to facilitate the discussion between them.

The forum participants will be uncommitted voters (who are not part of one of the political parties) selected under the supervision of Dr. Frank Newport, a scientist at Gallup, a company that conducts public opinion polls.
