Zero rate credits: on Monday, May 4, the process to access the benefit may begin

The Federal Administration of Public Revenue (AFIP) defined when the process will begin to access credits at zero rate , intended for monotributistas and self-employed in the context of the coronavirus quarantine. The agency communicated it through a general resolution that appeared this Thursday in the Official Gazette.

General Resolution 4707/2020 creates the web service "Zero Rate Credit", which is part of the "Work and Production Assistance Program".

Those who want to access the benefit can enter the system from Monday, May 4. The deadline to start the process will be extended until Friday, May 29.

It is a credit for up to $ 150,000, in three installments and that will begin to be repaid from October, in 12 installments without interest.

It is aimed at monotributistas and self-employed who have not yet received state assistance for quarantine.

Although it was scheduled to be ready this week, the definition of the system was delayed.

Starting Monday, May 4, those who are interested in these credits must enter the AFIP website with their tax code enabled with security level 2.

After selecting the "Zero rate credits" tab, the AFIP will inform if they meet the conditions to access the credit and will indicate the minimum and maximum amounts that can be requested.

There you can enter the desired amount . The next step is to enter the bank credit card number . If the user does not have a card, they must choose a bank to process the plastic at no cost.

The taxpayer's data will be sent to the Central Bank, which must validate the order. Once approved, the money will be credited to the credit card in a period of up to 48 hours.

The Central Bank will also draw the amount corresponding to the payment of the autonomous contribution or the monotax for three consecutive fiscal periods. At that same moment, that money will be transferred to the AFIP.

The subject that pays by automatic debit must make a Stop Debit for those three fiscal periods.  

Monotributistas and self-employed workers can access the zero-rate credit. Those who work in a dependency relationship, invoice the State or are retired or pensioned are excluded.

As an additional condition, they cannot have made purchases for more than 80 percent of their average monthly income. Nor should they have invoiced, between March 12 and April 12, a figure higher than the monthly average of the minimum gross income of the category in which they are registered with the AFIP.
