Shlomi council's revenues dropped by 80%, due to the state's directive to exempt residents who were evacuated from their homes from property taxes. "We are in a deficit of 12 million shekels in total," says Gabi Naaman, head of the Shlomi Council.

Naaman says that he had to borrow money in order to continue to survive. "I am tormented to inform the employees that they will not receive their full salary before Passover," says Naaman.
