There are 29 trust funds destined to subsidies for transportation, energy, public works and housing. They are financed with taxes and transfers from the Treasury.
It was one of the points that blocked the Omnibus law. Milei now has another button at his disposal to pressure the governors, municipalities and companies that receive subsidies from the trusts. The reason is its lack of transparency, the lack of specific objectives and that in some cases it ended up functioning as a mechanism to divert public funds from parliamentary debate to the detriment of other items.
