After 11 years of rupture between Riyadh and the Damascus regime, Saudi Arabia and Syria have normalized relations. Riyadh is trying to "develop joint Arab action," the foreign ministry said in a statement published by the official SPA news agency.

This rapprochement comes at a time when Syria desperately needs investors for the country's massive reconstruction project, devastated by 12 years of civil war. Nearly half of Syrians are now refugees or internally displaced persons, and parts of the territory are still outside government control.
