Frankfurt wins the Amla headquarters, Rome defeated. The vote took place by secret ballot between representatives of the EU governments and the European Parliament.

Vienna, Vilnius, Riga, Dublin, Madrid, Brussels and Paris were also nominated together with Rome. The new European recycling authority will take over from the European Commission in 2015. It is expected to cost the EU an estimated £1.5 billion a year to run. The first phase of the project will be completed by the end of next year.
