The Potsdam Institute for Climate Impact Research (PIK) proposes to work with emission caps and the CO2 price. Most concerns about the heating law are "no longer justified," says Olaf Scholz, the chancellor's adviser on climate change. The law will look like the draft that currently exists, but relate to a rough draft for publication, he says.
