Pnrr: replacement powers and refunds if targets are missed. With the new Pnrr decree comes a crackdown on the implementers of the Plan.
The government can activate the replacement powers in the event that there is a misalignment between the intervention timetables and the data communicated by the entities to the Regis IT system. If the EU Commission verifies "the failure or incomplete achievement of the objectives", the central administration in charge of the intervention is obliged to return the amounts received, activating the corresponding recovery actions against the implementing entities.
