The Office of the United Nations High Commissioner for Human Rights has verified a staggering 23,600 civilian casualties since 24 February 2022. This was stated by the UN Under-Secretary-General for Humanitarian Affairs, Martin Griffiths, at a meeting of the Security Council.

Griffiths stressed that "the biggest challenge remains the impediments to reaching all areas of Donetsk, Luhansk, Kherson and Zaporizhzhia, currently under Russia's military control", and it is an "imperative to explore all options to reach civilians, wherever they are"
