The Ministry of Communications imposed a fine of NIS 5.5 million on HOT. HOT did not report to the Ministry and the Advisory Committee on Universal Retirement the existence of areas and localities lacking HOT infrastructure.

It emerged that for many years, the company had not laid out infrastructure in 35 settlements - including Nimrod, Kiryat Yaarim, Shlomit, Azoz, Netzer Hazani, Yahel, Mevo Modiim, Be'er Milka, and more, as well as dozens of neighborhoods in East Jerusalem.
