Mamane: In the U.S., when Republican governors transfer migrants from their state to higher-targeted areas, they are not taking the risk of losing potential voters. In France, the government recognizes the existence of a plan aimed at equally distributing migrants and other asylum seekers throughout the territory, so as not to see them concentrated in Île-de-France.
