After the revelation of UNRA's involvement in the massacre, a message needs to come out of Israel: The owner of the house has gone mad. The suspicion that some UNRA personnel massacred and kidnapped Israelis while holding diplomatic status should have caused immediate panic in the UN offices, from Jerusalem to New York.
The agency that was established as a separate body only for Palestinian refugees can and should be closed, and all of its activities can be transferred to the United Nations High Commissioner for Refugees.
