At the UN, countries of the South rebel against the global tax reform negotiated at the OECD. Emerging countries are demanding an international tax convention that is fairer than the minimum taxation of multinationals at 15%.

The United States has so far refused to apply it, with the Biden Administration far from being able to do so. The “historic” agreement unanimously welcomed in October 2021 and signed by 136 countries, or 95% of global GDP, could pay the price. It began to come into force in Europe at the beginning of this year, but the United States or China have not put in place.
