This is “the largest number of prisoners pardoned since the pro-democracy protests in 2011,” BNA said. The latest royal decree “will concern political prisoners because the term “riot” refers to those who demanded political change,’ BNA added in a press release. The release did not specify whether prisoners of conscience were among those pardoned.
