Brazil has the aspiration to become the preeminent naval force in the Southwest Atlantic. The strategic partnership with France has contributed to the renewal of the surface fleet.

It is likely that due to its high deterrent nature, nuclear propulsion will alter perceptions of security in the South Atlantic. These circumstances will create safety challenges that will test the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) and the International Nuclear Energy Agency (IAEA) to ensure that safeguards for the nuclear reactor and the submarine's fuels are in place.
