Bremen is heavily indebted and there is not much room for investment. The city-state is struggling with falling revenues, high personnel costs and federal tax relief.
The Senate is now passing the two budget drafts on to the citizens. Parliament wants to deal with it at its meeting in two weeks. The budget for 2024 is scheduled to be finally passed in June. The state is still taking its time repaying the Bremen Fund, which was intended to mitigate the consequences of the corona pandemic.
