The French government has set a target of reducing greenhouse gas emissions by 50% by 2030. The target is based on a study by the International Institute of Energy and Climate Change (IIEC) The IIEC is a non-profit organisation based in Paris.

It was set up by the European Commission in 1998 to help reduce CO2 emissions by 20% by the end of the century. The IEC also aims to reduce the amount of CO2 emitted by the French economy by 30% by 2020.
