The government in Palma de Mallorca wants to significantly increase the fines for numerous offenses. The focus of these changes seems to be primarily on e-scooter drivers.

Anyone traveling without insurance will face a fine of up to 1,500 euros. Graffiti sprayers are hit even harder, as they will also face significantly higher fines under the new regulation. Illegal house painting falls into the “serious offense” category and can cost those affected up to 3,000 euros. The new regulations are expected to come into force in the coming weeks – in time for the peak summer season. The city administration will meet with representatives of the hotel sector to discuss ways to collect the fines more effectively. The mayor does not rule out asking holidaymakers to pay directly on site. The rules apply to foreign tourists just as they do to locals and will be punished accordingly, the mayor is said to have explicitly pointed out in a press conference on Tuesday (March 26th) The new rules of etiquette will not apply to party tourists, but to those who binge drink.
