France supports the formation of a transitional presidential council in Haiti. The establishment of the council is supported by the Caribbean Community (Caricom) and the United States.

Some residents are concerned about the establishment of a presidential council perceived as interference from abroad. “There were acts of barbarism” committed by the gangs “which were documented,” according to French diplomatic sources. The gangs engage in combat under the influence of alcohol and they engage in barbaric acts against the police officers they film, they say.
