Thibaud Philipps is mayor of Illkirch-Graffenstaden, on the outskirts of Strasbourg. He has the status of judicial police officer (OPJ) that authorizes him by legislation.
"When you are mayor, you have a certain number of powers, including that of ensuring public order and the security of your fellow citizens on your territory," says Philipps. "We receive requests from residents who complain of traffic violations, such as annoying or dangerous parking," he adds.
