In Venezuela, torture became a daily practice in the security forces. The authorities have not punished these practices, but have refined the application of fear to inhibit protests and induce self-censorship.

The arbitrary detention and subsequent forced disappearance of Rocio San Miguel, a well-known human rights activist, demonstrated, once again, the usual tactics. The documentation of a Government that tortures "the normal" has been possible thanks to the testimonies of the victims and the work of human rights defenders.
