Indian and Pakistani intelligence officials revealed to The Guardian Modi's policies since a deadly attack in Kashmir in 2019. The wave of assassinations began as part of a change in India's foreign policy, which adopted a bolder line following the attack.

The person behind it is the Foreign Intelligence Service of India, whose official name is the Research and Analysis Division. The wing, known by its acronym Raw, reports directly to the office of Prime Minister Narendra Modi, who is running for a third term in elections later this month.
