Kish is exploring the possibility of moving the Israel Awards ceremony from Jerusalem to Sderot. The plan arouses reservations in the Shin Bet and may create security difficulties.
The ceremony is attended by all the heads of state - the president, the prime minister, the speaker of the Knesset, the president of the Supreme Court, the mayor of Jerusalem and the minister of education. The Shin Bet disapprove of Kish's plans to hold the ceremony, in which the entire top of the country participates.
