More than half of the resources (65%) are destined for the municipalities of the South. The region that intercepts the most resources is Campania, which alone absorbs almost a quarter of the total sum.

The most important slice of these funds went to the regional capital, Naples, which - with around 7.3 million - is the municipal administration that received the largest transfers. There are 29,994 additional places financed in Italian nursery schools thanks to resources from the 2024 municipal solidarity fund which were allocated for this purpose by a rule introduced by the 2022 budget law. If this did not happen, the transfers would be revoked, recalls the Local Authorities Study Center. The aim is to have places in nurseries sufficient to accommodate at least one in three children in the zero-two age group. The Pnrr also works in this direction, having dedicated 2.4 billion euros to the strengthening of nursery schools, in addition to these resources. for which gradual increases have been foreseen from year to year: 300 million in 2025.
