Minister of National Security declared a prison emergency at the outbreak of the war and ordered the Shavas to deviate from the ruling of the High Court in certain situations.

Those affected by this are the criminal prisoners who suffer from a lack of food, heating and rats entering the cells from the sewers. The report states: "The conditions severely harm human dignity and image."
