Colombian President Petro is trying to revive his Government after health reform fails in Congress. Petro feels that he has wasted precious time, that it was not him when he included in his cabinet ministers who came from the center and the political establishment.

The last 12 months have been one of paralysis, something that even the president himself and his right-hand woman, Laura Sarabia, acknowledge. Petro has been appearing for two weeks, when he proposed a National Constent Assembly that serves to apply that weapons of 1991 to the delivery of public services.
