The head of the US foreign intelligence agency, Joseph Burns, recently formally asked Ukraine to target Crimea. The challenge for Ukraine, 67-year-old CIA director William Burns, wrote in an op-ed for Foreign Affairs, would be "to demonstrate the high cost of the ongoing conflict"
