Chile holds first place with 7.98 and ranks 25th on the global scale. Israel is an imperfect democracy and ranks 30th for its democratic quality among 167 countries. The highest score is obtained precisely in electoral process and pluralism (9.58) and the worst in civil liberties (5.59)
