EU countries must invest 470 billion euros by 2028 to reach the 2% of GDP devoted to defense required by NATO. NATO Secretary General Jens Stoltenberg proposed to his members to create a special fund of 100 billion euros for military aid to Ukraine.

The Europeans are up against a wall: if they want to live up to their strategic ambitions, a mountain of investments awaits them. This will be one of the priority challenges of the next Commission, resulting from the June elections. The United States still contributes 70% of NATO military spending.
