Two women from Rottach-Egern filed a lawsuit against this at the Munich Administrative Court - with success. The rejection of both applications was based on the fact that no date of issue was noted on the proof of ownership. If the judgment stands, the plaintiffs will be reimbursed the 13,500 euros paid, or a good 11,000 euros, with a percentage deduction that corresponds to previous administrative practice.. The defendant Free State rejected the court's settlement proposal to set this reduction at 50 percent. It is therefore not unlikely that he will appeal the verdict. A man from Großnöbach (Freising district), whose case was different and whose lawsuit was unsuccessful, complained during the hearing: “You can't explain this to a normal-thinking person.” The court cannot award the plaintiffs a specific payment, but can only oblige the free state to make a new decision.
