Lithuanian Minister of Culture of Lithuania, Simonas Kairys, also wanted. A Russian minority resides in Estonia, Latvia and Lithuania, three former Soviet republics now members of the EU and NATO. These relations have further deteriorated with the conflict in Ukraine.
