It is not clear whether U.S. sanctions will halt Russia's progress in the Ukraine war war, says Logan, director of defense and foreign policy studies at the Cato Institute, a liberal think tank in Washington, D.C. The sanctions are likely to achieve the goal of restricting Russian exports and increasing revenues from energy products, Logan says.
