Shooting in Finland: police say young shooter planned his act. Elements of the investigation indicate that the shooting committed by the 12-year-old suspect had been planned, according to Finnish authorities.

Finland is still in shock from the shooting which occurred Tuesday morning at a school in the country's fourth city, Vantaa, north of the capital Helsinki. The suspect cannot be held criminally responsible, because he is under 15 years old, and is in the care of social services. The police indicated that the perpetrator of the shooting had justified his action by the harassment of which he was a victim.
